SOCIAL WELFARE AND HEALTH DEPARTMENTS OFFICES _ REGIONAL GOVERNMENT _ PHASE II _ Toledo

Toledo | 2007 – 2012

It is a work very dear to us, developed over a long time, in which we refine our conception of Architecture.

The building that housed the Regional Departments of Social Welfare and Health was originally a Youth Residence, which was later functionally recycled for administrative use, with significant deficiencies:

  • Insufficient scale. The complex did not have the presence and image that corresponds to a public building.
  • Inappropriate dimension. Problems at a functional level due to lack of space for the two Departments, Social Welfare and Health.
  • Lack of hierarchy in routes and rooms.

The expansion of the existing building was proposed with a new complex located at the back. In this way, the first phase was executed, keeping the original building in service.

Once the first phase was completed, the offices had to be moved to the new construction to intervene, in a second phase, in the pre-existing building.

A modification of the project during the execution of the first phase involved reconsideration of the feasibility of recovering the old building that was initially a youth residence. Finally, it was decided to demolish it to build a new one as an extension of the first phase.

The new project proposed a new building with a higher surface capacity.

It also had underground parking, depleting the building area of the site.

The expansion project solves the integration of both phases in a single action, managing the same palette of materials, stone, wood and corten steel.

A dominant façade solves the image of the government building facing the city. The access is through a previous square. After crossing a hallway, you reach the ample central space freed from pillars with a surprisingly clear solution.

Two communication towers with glazed elevators run vertically through this space.

A metal structure hanging on beams with 4 meters of depth allows the lower level to be free from columns.

The light captured by the skylight at the zenith point descends illuminating these white metal pendulums until it is deposited sifted on the ground of the entrance level.

This architectural space modelled by light is worth enjoying.
